Previous planning

The Municipal Plan 2014-2026 was the first joint Municipal Plan for Qaasuitsup Municipality and replaced the previous municipal plans from the eight municipalities that were merged as part of the municipal reform in 2009.

The eight original municipal plans were prepared at different times and with varying approaches. Therefore, they were consolidated into a digital Municipal Plan with a focus on harmonizing both the statement and the provisions. After the municipal merger, there was also a need for a uniform set of rules for land case processing to ensure transparent and coherent administration.

To address this, generic provisions were developed – standardized guidelines that ensure uniform and transparent management of land use. These provisions set out common rules and principles across different areas and apply a fixed structure and uniform language to the legal and technical provisions of the plan. This creates greater transparency, reduces the risk of misinterpretation and facilitates the administration of land use cases by avoiding unnecessary variations in planning.

It should be noted here that prior to the first municipal plans in the 1990s, the buildings and districts worthy of preservation were described in the Yellow City Notes published by the Directorate of Economics in 1990. These were later changed to have the status of National Plan Directives.

The digitization of the municipal plan made it more accessible and user-friendly for both citizens and businesses. Everyone had easy access to the plan, and updates could be made on an ongoing basis, ensuring that it was always up to date. This eliminated the need to issue correction sheets for physical binders and the administrative challenges associated with address changes and document replacement.

The Municipal Council of Qaasuitsup Municipality placed great emphasis on making the new digital Municipal Plan easily accessible to everyone. Therefore, features such as reading aloud and zooming were added to make it easier to read and listen to the content. The goal was to ensure that everyone – regardless of language, visual impairments or need for help assistance in understanding the text – could use the municipal plan without difficulty.

After the division of Qaasuitsup Kommunia in 2018, a new Municipal Plan for Municipality Qeqertalik was developed. The division resulted in two new municipalities: Avannaata Kommunia in the north and Municipality Qeqertalik in the south. The municipality of Qeqertalik includes the four larger settlements Aasiaat, Qasigiannguit, Qeqertarsuaq and Kangaatsiaq and associated smaller settlements. The new Municipal Plan for Municipality Qeqertalik was created as a result of this process.

The municipal plans for both Qaasuitsup Kommunia and Municipality Qeqertalik is based on Planning Strategy 2017.

At the beginning of each new election period, a new Planning Strategy shall be drawn up, which determines how the municipality shall be updated or revised.

Planning Strategy 2023 is the starting point for the approved Qeqertalik Municipal Plan 2025-2037. In connection with the approval of this Municipal Plan, supplementary citizen meetings were held in Kitsissuarsuit, Akunnaaq and Ikamiut in 2025.
