§ 16 Complaints rules
16.1 The decision of the Municipal Council in land matters may be appealed to the Greenlandic Government. Complaints must be submitted no later than 8 weeks after the Municipal Council has announced its decision. Complaints can be sent directly to the Greenlandic Government or submitted to Qaasuitsup Kommunia, which will forward complaints to the Greenlandic Government with comments on the handling of the case in the municipality.
16.2 The decision of the Self-Government in a complaint case is final and cannot be appealed to another administrative authority. The decision may be brought before the courts. No time limit has been set for the review of a case by the courts.
16.3 The Government of Greenland may grant a complaint a suspensive effect. This means that a given permit cannot be used until the complaint has been processed.
16.4 If the Government of Greenland grants a complaint suspensive effect, the Municipal Council is obliged to inform the person concerned who has been granted a permit that the construction or measure may not be commenced or must be stopped if it has been commenced.
